Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Chief Financial Officer, Washington, DC.

This is a non-bargaining unit position.


Responsibilities/Duties


As a Management & Program Analyst and a member of an analytical team, you will collaborate with others on the team and with the ICE Budget Office in preparing products to be used in presentation to Congressional members and staff. Your work will focus on developing and presenting analytical findings related to operational costs, scenarios, and other data analytics and will include performing the following duties:


  • Assists with the management of data analytics life cycle and development of models, tools, dashboards, processes and procedures that enable correct, accurate and timely reporting that support requests for information from various sources;

  • Supports capability to respond to technical questions, development of advanced operational spend plans in coordination with the Office of Budget and Program Performance (OBPP) budget organization to conduct trend analysis and studies, identify impacts of operational factors, and delivery of data driven responses for Office of the Chief Financial Officer (OCFO);

  • Applies analytical capability to support CFO with graphical, statistical, and modeling activities for future budgetary and financial requirements, supplementals, and reprogramming to ensure operational requirements are appropriately translated into resource requirements; and

  • Utilizes proficient knowledge of budgetary and financial management principles and techniques to assist with long range planning of programs and objectives.

Qualifications


GS-09: You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level performing duties such as:

  • Serving as an advanced level trainee analyst, performing a range of developmental assignments and program activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs.
  • Providing technical assistance and support to staff in applying analytical and evaluative techniques to the financial and budgetary requirements for use in documents, reports, and briefings.
  • Providing analytical support on problem definitions, planning methodologies, policies and procedures.
  • Providing written and oral reports with conclusions, alternatives and recommendations on policies, projects and studies.
  • OR
  • Education: A master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two (2) academic years of progressively higher level graduate education leading to such a degree.
  • OR
  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

  • GS-11: You qualify for the GS-11 grade level if you possess one of the following:
  • Experience: One (1) year of specialized experience at the GS-09 grade level performing duties such as:
  • Planning, scheduling, and conducting data related projects and studies.
  • Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Analyzing information for the purpose of implementing efficient use of resources to provide strategic recommendations to higher level officials.
  • Assisting with the management of data and life cycle analytics and the development of models, tools, dashboards, processes and procedures
  • OR
  • Education: A Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher level graduate education leading to such a degree.
  • OR
  • Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

  • GS-12: You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level performing duties such as:
  • Analyzing financial information for the purpose of recommending and/or developing methodology for the efficient use of resources.
  • Providing strategic recommendations and maintaining solutions to business and financial problems.
  • Monitoring and evaluating reports, budgetary and financial policies, rendering interpretations for executive orders, program guidelines, directives and policies and precedents across agency lines.
  • Reviewing new methods and techniques for forecasting budget long range funding needs and developing timetables for obtaining needed funding for new or modified government programs.
  • Assisting with the management of data and life cycle analytics and the development of models, tools, dashboards, processes and procedures.
