SALARY: $57,549.65 - $91,849.68 Annually

REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners is seeking qualified candidates for an Accountant position.

General Description

Professional accounting work in the classification, analysis and reporting of financial data, and may supervise clerical/technical level accounting support staff.

Works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university in accounting or finance; or Bachelor's degree in closely related field with one (1) year of professional level accounting or finance experience.

Special Certifications and Licenses

Valid Florida driver's license at time of appointment and must be able to obtain and maintain authorization to drive on County business.

Preferences

  • Master's or higher degree in related field
  • Knowledge/experience with Microsoft Excel
  • Knowledge/experience with PeopleSoft

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Responsible for creating and maintaining Microsoft Excel spreadsheets with advanced use of formulas and functions.
  • Responsible for all fiscal administration of HUD originated grants and other projects administered by the Housing Options Section of the Division, including development of budgets, reconciliation of expenses, preparation of monthly invoices and reports, and final project reports.
  • Develops initial budgets for grant proposals.
  • Reviews and reconciles all Grant Expenses monthly, and reviews them for allow-ability and reasonableness.
  • Maintains documentation to support all grant expenses as allowable, reasonable and allocable.
  • Prepares monthly summaries of grant staff Personnel Activity Reports (PAR) submitted weekly by staff; and calculates relevant grant allocation amounts.
  • Researches and downloads personnel cost data from COGNOS system.
  • Maintains database of rental units, residents and rent paid for HUD grants.
  • Monitors and analyzes resident lease payments under HUD projects.
  • Reviews and approves landlord Invoices on HUD Grants, and submits payment requests.
  • Prepares Monthly MEW (Monthly Expenditure Worksheet) and Utilization Reports for HUD Grants.
  • Prepares and submits Budget Transfers and Journal Entries for any necessary adjustments to Grant Expenses; and justifies them to grant stakeholders.
  • Supervises the Administrative Coordinator's review of Emergency Assistance Payments, which help ensure Family Success Administration Division (FSAD) customers remain in their homes. This includes the review of Request For Disbursements (RFDs) for compliance with the FSAD Policies and Procedures, and the tracking of RFDs from inception to completion of payment.
  • Supervises the Administrative Coordinator with their Research and Purchase of supplies and services, which support FSAD Grants and Projects. 
  • Supervises the Administrative Coordinator's review of Emergency Food Shelter Program (EFSP) grant requests for payment. 
  • Supervises the Administrative Coordinator with CAA (Community Action Agency) payment requests to Accounting. These include payment requests from LIHEAP (Low Income Home Energy Assistance Program), CTS (Care To Share), CSBG (Community Services Block Grant), AFI and Non-Profit Contracts.
  • Gathers, organizes, analyzes, and/or evaluates data and may prescribe actions based on those data.
  • Assists Human Services Manager with General Fund and Grant Contracts.
  • Assists Human Services Manager with Human Services Procurement Process (HSPP).
  • Compiles, records, and analyzes accounting transactions, including preparing/inputting journal entries, preparing/reviewing supporting documentation, computing expense accruals and ensuring that transactions are assigned to the proper expense, revenue and balance sheet accounts in compliance with accepted standards, policies and procedures; reviews and approves cash receipts.
  • Reconciles general ledger accounts, including accounts receivable, prepaid expenses, unclaimed property, cash security deposits, and deferred charges; identifies and verifies discrepancies, making adjustments as necessary; reviews and reconciles requests for reimbursement from cities and other sub-recipients of federal funds, to ensure compliance with budgetary requirements per contract.
  • Assists in the preparation of the Comprehensive Annual Financial Report, including reconciling accounting information and preparing annual reports for inclusion in the Comprehensive Annual Financial Report.
  • Prepares periodic (monthly, quarterly, annual) and special reports, including documents required for fiscal year-end external audits, by creating spreadsheets and preparing/submitting mandatory financial reports.
  • Assists/supports management by providing information for preparation/analysis of financial statements and the budgetary process; completes budget transfers and sets up new revenue budget lines.
  • Monitors daily and monthly bank reports/statements and incoming wires, including preparing wire transfer requests; evaluates assessed value investments in debt services and construction accounts and prepares schedules for management use.
  • Prepares daily deposits, processes vendor payments, creates and enters cash receipts into AMS Advantage (Association Management Solutions suite), copies and scans documents into database, processes packages, prepares billing for internal and external agencies.
  • Processes vendor/employee reimbursement payments and submits payment documents for check processing; resolves payment discrepancies and disputes with vendors and contract administrators; reviews aging statements from vendors to avoid late fees; researches missing purchasing card vouchers.
  • May supervise staff.
  • Performs related work as assigned.
