Clinical Research Strategy Expert

Motive International, a Washington, DC-based social enterprise, is immediately seeking a Clinical Research Strategy Expert. The position could be a full-time role or consultancy, depending on candidate experience and preferences. 
 
Position Description: You will be in a leadership position on a small team supporting a U.S. government client whose mandate relates to clinical research. The customer is an NIH agency. The candidate would participate in organizational assessments, facilitated planning sessions, and would support the client with the design and management of their portfolio of clinical research-related initiatives, including intramural and extramural research both domestic and international. The position involves supervisory responsibilities for a small team of functional specialists including financial management, acquisition management, and clinical research specialists that would also be supporting the client. The ideal candidate will have experience facilitating strategy sessions for federal (or other) agencies involved in clinical research, science, biomedicine, etc. and/or supporting such agencies with their operations and portfolio management. The ideal candidate will be a leader capable of working independently and leading others, with exceptional interpersonal and communications skills, including written and verbal. Must have a strong vocabulary related to technical aspects of clinical research, but also a vocabulary related to government administration, including related to federal budgeting/financial management and acquisitions.  
 
Position Location: Montgomery County, Maryland and Washington, DC
 
Expected Start Date & Duration: July 2021 for a period of 1 year with 2 additional option years

Required Qualifications:
  1. Must be a US citizen or US permanent resident -- ideally located in the Washington, DC/Montgomery County, MD area. 
  2. Must have 10+ years of relevant professional experience consistent with the areas described below.
  3. Must have experience related to clinical research -- leading, designing, conducting, supporting, or managing clinical research initiatives or programs, ideally related to infectious diseases.
  4. Must have experience working for or in support of a U.S. federal government agency involved in clinical research, health, biomedicine, science -- ideally an NIH agency. Experience could be as a former federal employee, contractor, grantee, or combination of the three.
  5. Must have experience related to one or more area of management consulting and/or organizational change management -- ideally strategic planning, financial management, acquisitions management, organizational effectiveness/business processes, etc. Experience could be in the public, private, academic, or non-profit sector. 
  6. Must be available to be hired as a consultant or employee as early as July and have a schedule that is flexible enough to support a fast-paced project involving extensive client meetings and site visits in the Washington, DC area.  
 
Enhancing Qualifications:
  1. Knowledge of French or Spanish.
  2. Experience conducting or supporting clinical research in an international setting.
  3. Experience managing intramural and extramural clinical research for an NIH agency.
  4. Combination of academic degrees or certificates in scientific (e.g., biochemistry, medicine, pharmacology, statistics) and functional disciplines (e.g., management, public administration, accounting, etc.). 
  5. PMP certified.
